Level 13

  1. Build a windmill
  2. Upgrade electric on the 2 houses x3
  3. Upgrade the windmill once
  4. Sell the back house
  5. Demolish back right lot
  6. Upgrade the middle house eco x3
  7. Build another house and fully upgrade
  8. Upgrade eco and electric x3 on the multistory
  9. Sell the house next store
  10. Upgrade electric on cafe and windmill to get over 17
  11. Build multistory behind first multistory and upgrade eco
  12. Finish fully upgrading cafe
  13. Clear front lot
  14. Upgrade any electric to get over 12
  15. Build a cottage in the front and upgrade eco
  16. Build promenades in all open spots and upgrade
  17. Buy back a couple houses to meet money goal

 

 

Level 14

  1. Repair the 2 houses
  2. Demolish the abandoned house
  3. Sell back house
  4. Finish upgrading front house
  5. Build a back right house and upgrade fully
  6. Sell both houses after fully upgrading
  7. Repair the cottage while upgrading the last house
  8. Upgrade the eco once on cottage and sell
  9. Build 2 windmills in the front
  10. Demolish the building in the front
  11. Build 3rd windmill in back left lot
  12. Upgrade windmills x1
  13. Build cafe and upgrade eco x3
  14. Build multistory in the front
  15. Build promenade
  16. Upgrade multistory and promenades
  17. Buy back 2 houses

 

 

Level 15

  1. Build windmill in the front right
  2. Hire 3rd worker
  3. Upgrade house fully and sell
  4. Upgrade cottage fully and sell
  5. Build another windmill next to the first
  6. Hire 4th worker
  7. Upgrade 2 windmills fully
  8. Build a multistory next to the windmills
  9. Hire 5th worker
  10. Upgrade multistory electric x3 and then eco x3
  11. Hire 6th worker
  12. Clear lot behind multistory
  13. Clear lot behind windmills
  14. Clear the rest of the lots
  15. Sell multistory
  16. Build 3rd windmill and upgrade fully 22
  17. Build 2 cottages and upgrade eco once on each
  18. Fill in with promenades and upgrade to each

 

 

Level 16

  1. Demolish front house and build a new house
  2. Upgrade houses fully and then sell
  3. Repair the cafe and upgrade eco first and sell
  4. Hire 4th worker
  5. Clear left side of left lot
  6. Build 3 windmills in the far right
  7. Clear the rest of the left lot
  8. Build multistory and upgrade eco x3 and electric once
  9. Upgrade the windmills
  10. Sell multistory
  11. Clear center lot
  12. Buy back 2 front houses and demolish
  13. Build a multistory in the front and cottage in the back
  14. Upgrade eco in the cottage
  15. Upgrade electric once and then the eco x3 in the multistory
  16. Sell cottage after upgrade eco x3
  17. Clear trash
  18. Sell multistory after upgrade eco x3 and electric x1
  19. Build 2 parks and 3 promenades
  20. Build 2nd cottage
  21. Upgrade eco in parks and promenades to meet eco goal         

 

 

Level 17

  1. Upgrade eco on left and right houses
  2. Build another house in the upper left and upgrade eco
  3. Upgrade electric fully on 3 houses and sell all 3 when fully upgraded
  4. Repair cottage and fully upgrade eco and electric x2
  5. Clear lot below cottage
  6. Sell the cottage
  7. Clear the rest of the lots
  8. Build another cafe and upgrade eco
  9. Build house in the center of the lower center lot
  10. Build 2 cottages in the back and upgrade electric to get electricity back on
  11. Hire 5th worker
  12. Start construction
  13. Upgrade the eco on all buildings
  14. Build promenades in all spots
  15. Buy back 3 houses

 

 

Level 18

  1. Upgrade eco once on cottage and sell
  2. Clear back right lot and build house and upgrade eco
  3. Repair house and upgrade eco
  4. Sell houses after fully upgraded
  5. Demolish front left houses
  6. Build a multistory and upgrade electric and then eco twice
  7. Build windmill in front of back right house
  8. Sell multistory
  9. Build a cafe in the center lot and upgrade electric
  10. Upgrade windmill
  11. Clear back center lot
  12. Build 2nd cafe and upgrade electric
  13. Buy left house and demolish
  14. Build multistory and upgrade electric to get cafes back on line
  15. Upgrade eco on cafes and multistory
  16. Build 3 promenades and upgrade to get eco goal
  17. Buy back cottage

 

 

Level 19

  1. Repair 2 houses and upgrade fully
  2. Sell fully upgraded houses
  3. Build multistory in front left lot
  4. Wait to upgrade eco once and then sell
  5. Hire 3rd worker
  6. Clear center lot
  7. Build 2nd multistory and upgrade eco x3 and sell
  8. Hire 4th worker
  9. Clear back lots
  10. Build a windmill in back right
  11. Build a multistory next to windmill
  12. Upgrade electric in multistory and windmill
  13. Upgrade eco in multistory
  14. Clear front lot
  15. Sell multistory
  16. Build a cafe and upgrade electric until running and then eco
  17. Build promenades x5
  18. Upgrade promenades to finish level 

 

 

Level 20

  1. Upgrade electric in back house
  2. Demolish front house
  3. Sell back house
  4. Upgrade eco in cottage x3 and electric x1 and sell
  5. Clear back right lot
  6. Build multistory in the front and upgrade eco x3 and electric x3
  7. Hire 3rd worker to clear lots
  8. Sell multistory
  9. Clear left lot and build windmill
  10. Clear back left lot
  11. Hire 4th worker
  12. Build cafe in back right and upgrade fully
  13. Upgrade windmill
  14. Build multistory in the back left and upgrade electric first
  15. Build a store in front of the cafe
  16. Upgrade eco in store and multistory
  17. Build a park and 2 promenades and upgrade to finish eco

 

 

Level 21

  1. Upgrade back houses fully and then sell
  2. Upgrade cottage fully and sell
  3. Upgrade windmill
  4. Clear left to cottage and build another cottage
  5. Upgrade electric on cottage
  6. Repair multistory and upgrade electric
  7. Upgrade eco on cottage once and sell
  8. Upgrade eco and then electric on multistory
  9. Buy back house in the back right and demolish
  10. Sell fully upgrade multistory
  11. Build multistory in the back right and upgrade electric and then eco
  12. Build a house next to front multistory and upgrade electric
  13. Upgrade windmill
  14. Build house in front of windmill
  15. Build nature reserve next to the house
  16. Build promenade next to back house
  17. Upgrade eco to get eco goal to finish

 

 

Level 22

  1. Repair back left house
  2. Upgrade both houses fully and sell
  3. Fully upgrade cottage and sell
  4. Clear lots
  5. Hire 2 workers
  6. Clear front right lot
  7. Build multistory in front
  8. Build office next to cottage
  9. Upgrade electric in multistory, office, and windmill to get office running
  10. Sell multistory
  11. Fully upgrade office
  12. Clear front left lot
  13. Upgrade windmill fully
  14. Build multistory and upgrade electric and then eco x2
  15. Build house next to other houses and upgrade
  16. Fill in with promenades to reach eco

 

 

Level 23

  1. Repair 2 houses and upgrade fully
  2. Upgrade cottage fully
  3. Sell upgraded houses
  4. Sell upgraded cottage
  5. Hire 4th worker
  6. Clear lot next to the cottage
  7. Build office in back right lot and upgrade fully
  8. Build cottage next to other cottage and upgrade
  9. Hire 2 more workers to 6
  10. Start construction
  11. Build store in front right

 

 

Level 24

  1. Upgrade back house and sell
  2. Demolish the store
  3. Upgrade the cottage fully and then sell
  4. Hire 2 workers
  5. Build multistory in front left lot
  6. Build 2 houses in front left and back right
  7. Upgrade houses eco x3 and electric x2 and sell
  8. Also upgrade multistory fully and sell
  9. Hire 5th worker
  10. Clear the rest of lots
  11. Build a wind power plant on front right lot
  12. Build a park in front of the multistory and nature reserve next to wind power plant
