You may craft a quest part (like a potion or blade), but that improves the tool you already have instead of giving you a brand-new crafted tool tier. Standing in front of coral, tree stumps, or ice with the right tool and still getting blocked usually means that obstacle is quest-gated, not that you missed a secret recipe.
