You may craft a quest part (like a potion or blade), but that improves the tool you already have instead of giving you a brand-new crafted tool tier. Standing in front of coral, tree stumps, or ice with the right tool and still getting blocked usually means that obstacle is quest-gated, not that you missed a secret recipe.
For a smoother early game, focus on this order: unlock biomes with Dreamlight (the main progression currency), complete Dreamlight Duties (short rotating tasks that reward Dreamlight), and raise Friendship levels (your bond rank with villagers) to unlock more quests. When a villager quest says you will improve a tool or restore an area, bump it to the top of your list. That is your real tool-upgrade path.
