• To achieve the negative appeal and complete all the windmills, make sure all windmills are on isolated lots or next to a commercial structure so the positive appeal doesn't spread. 
• Build Sawmill
• Sell Manor to get funds
• Use funds to buy properties and build at least 3 Mansions fully upgraded to achieve necessary income. 
• Alternate income properties (Mansions or Cabins) with negative appeal properties such as commercial structures or cemeteries. Build at least 2 cemeteries to decrease appeal. 
• Reserve commercial lots for income properties to maximize negative appeal.
