I have achieved all of the five items needed at the train station and it states that all I need for the bakery town good is to have a skilled farmer employed at the bakery to get the bakery town good. I do this and the game doesn't give me the bakery town good so that I can complete the sixth good necessary in order to complete the railroad level. I also can't find out how to sell or get 8 town goods.
