Buildalot3 Resolution Issue w/ Netbook

Does anyone know how to fix the resolution issue with netbook when playing Buildalot 3 (or any other Buildalot series).

Specifically the message that comes up after loading the game is
"resoltion of 1024x768 or higher is required"

How can we accommodate or fix the problem with netbook on full screen?

Can a patch be made with .exe file that be installed on to the computer in order to make the software functional.

Apparently the Hipsoft guys are inaccessible to address the problem.
