you get the guest easily with fixing the observation area; I cant get enough hotels to get the income rental. I tried following the walkthrough thats out but the motels on the top and bottom row never come up for sell.

I couldn't do it in the time allowed for expert, but if you tear down one of your sites and put up the real estate agency, then you can buy all the hotels that never come up for sale...then I tore down the real estate agency and put up a business hotel and that got me over the amount after all the upgrades.
Don't forget to increase income with the garden and statue.
You have to build the Real Estate Agency. Then you can purchase all buildings by clicking on the built Real Estate Agency and then select the -%, and you can buy all of the buildings at a discounted price.
