If you don't have the option to build lightening towers, there are still quests to complete on Mist Island. It's been a while since I played the game...so I don't remember all the details.
You might want to look at the walkthrough on this section for help.

Sorry, gave you some incorrect info. Haven't played the game in a while. I was thinking of the tower of thunder.
There should be a third option on your towers for the lightning tower...take a look at the walkthrough if you're still having problems.
