Have an adept doctor study medicine in the "hospital" until he/she reaches the Master Doctor level.
make a potion from cactus,cactus,orchid,get villagers to drink it, it will make them sick and get a child or a villager you want to heal them that gets the doctor started,youcan start children this way and than as they study,they should get skilled faster
If you have level 2 Medicine then you can drag a villager to the table in the little room and he/she will study medicine.
