You can't get the child to give up her card. You have to solve the report card thing first.
how do you solve the report card quest? How do you get it anyhow? XD
First of all,make sure you have a Swamp Slime(item dropped from the slime thingies in the forest nearby).Then,in a house,there is a charms school.A guy in green robes is in it.talk to him,he will say he need swamp slime.talk to him again,then get to Mimpsey Mara's house.Talk to her mom.and she will give you an actor's guild card.
