The weapon can't be found,
After saving Nuha, you have to go to Old ways.
In Old ways (the caves on the map where you rescue Nuha) you will find an abandoned library. In the library, on a table are the blueprints for the weapon. Take those to Uthar.
But it says "no one appears to be home"...
You need to find a silve rkey in Eredar.. just look aorund a bit, you'
ll find it.
