The only way to get a pitcher is to buy it out of the Imported Seeds.
If you already have a handful of Tier 4 seeds, here are the formulas:
Pear Cactus x Ridge Ball
Ball Cactus x Ridge Ball
Ball Cactus x Multiflora
Glaber x Multiflora
Glaber x Weeper
Tiger Fern x Weeper
Tiger Fern x Pitcher
