In case you've already done what nine suggested and you know to go back to city hall and present your case to the judge when your all done, but your issue is you cant do it all in time..... I had a really hard time tryna do all the tasks b4 time ran out until after I read a walkthru. I did exactly what it said so I didnt waste time.... which you can access by clicking the red "view guide" link on top of this forum. Theres a link provided for it at the bottom of that section. This is the only thing I could do to get past level 2. Hope that helps
