I am running out of things for my people to do. I have everything built…

I am running out of things for my people to do. I have everything built I think. And there is nothing else for my people to Master. Excipt that I need some of my people to be Master Doctors. And I can't seem to get them to Master being a Doctor. What can I have them do to be Master Doctors? Please Help!!
