I am having trouble trying to get one of my Doctors to become a Master…

I am having trouble trying to get one of my Doctors to become a Master Doctor, all of them are staying at Adapt Doctors. How do I get them to be Master Doctors? Am I missing any of the Flowers maybe? I think there are 6 right? Please Help!!!!!!!!! Thanks
