In Witchwood, the child is in one of the huts to the right of the town, He is the only Good Child there, he is also the one who Gives you a picture that you will need later on in the Game so after you bring himt o the Good Child School go back later on and check in on how he is doing.

As for the Manor, its not Cheap, so have a lot of money with you when you buy it.
