You need to have found the nightingale in the woods on the Peninsula, then go and see the queen in Veldt (Southern Isle), not the one in Veldarah.

You need to go to the Caves south of Veldt, complete the caves ( get the genie and his lamp) you'll find it in the cave .. after that go back to veldt see the queen notice her husband returned battle with him, get the required items needed, then do the nightinggale quest for the queen after that she will give you the dragon bridle
