There is like green Stufrf Floatin in the Ocean how do i get rid of it

That green stuff is algae, and you cannot get more fish until you get rid of it. You need Level 3 Farming, then take Masters to the pond where they will dive to get algae-eating fish. You'll need to do this several times to get all the algae out.
