Yep you have to build a saloon and hire a bunch of gunslingers. Thats the only way I could get through it.

ive been through that level alot,
just get bunch of gunslingers, sheriffs, and deputies,
one way or another, u'll get rid of them all
just do it fast, cause if u don't have people for them to kill,
then they start to attack ur buildings
