can't find chief

I have all the puzzles required done and the necklace assembled when I drop a villager on it then it says no apparent place to take the necklace.... I've looked for the chief and can't find him!

is the chief in the woods behind the blind totem, cuz the walk through I found doesn't say I have to finish puzzle #15 to give the chief the necklace.
