singles flirt up your life question

there's an option on proposing on my girl character, but everytime i click it a scales appears, what does that mean? my character has 10friendship, 10romantic, 10fun and 6 or 7fun.. I need help.. my male character doesn't pop the question propose, maybe because he has 1trouble.. I need help.. please.. :(
