picture puzzle in abandon city

HELP!!! trying to do the puzzle in abandoned city where you have to get the picture solid (the bottom one). tried loads and got the picture up but not solid colour. doing my head in! any help??

Help, I just can't seem to get them lined up right! I get close than end up losing it

Each picture has 4 layers, try lining up the arms in one of the pictures and the crooks in the other picture.
