Level 6 Cafe Locked

I have technically gotten up to level 7 but I only got 2 stars on level 6 so I went back to replay it. When I did I kept trying and could not get 3 stars so I finally pulled up the walk through. In all the walkthroughs it shows people making a cafe as part of their path to 3 stars. However, when I get to the step to build the cafe I go to that tab and the cafe is locked. Anyone else had this problem?

I have this problem as well. Does anyone know when/how the cafe gets unlocked?
