Westward IV-Great train race

Help. i can't advance to great train race. My town is happy (224), i've purchased pickaxe upgrade and i think i've upgraded train yard (it shows 3 hammers and when i click on it, i don't get an "upgrade" option.) but location on map is not available. what's missing?
