chocolatier free travel

I have played several games of chocolatier, & only twice did I get the free travel. Those were my first two games when I was still not familiar with the game. Can anyone tell me what I need to do to get free travel consistently?

Also, is there a way to keep the factories from grabbing my ingredients & making things I don't want made? Even towns that don't have factories take my ingredients & overload me with chocolates I don't need. Could this be a bug? It worked great the first 2 times. Now I just get frustrated. I'm making truffles & only have about 300.000!
