how do you get the cannon raise out of the water i tried the roman numerals on the top from left to right but its not working .

Find the area on the map that is the same as the first map piece that has the same symbol as the cannon then zoom in on that area of the map and use the Roman numerals that are closest to the map piece on the cannon in that order continue this until all the buttons on the cannon go down
